Country Finance Officer

Organisational Context

The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people.  The organisation was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc.  

Operational Context/Role

The Finance Officer is the overall responsible person for finance in JRS South Sudan Country Office. He also oversees the overall financial aspects of the Country Office. He / she is directly accountable to the Country Director and works as part of the Country Office Team in close collaboration with the Country Programs Officer. S/he works with senior management personnel in each project (Project Directors and Finance Officers) at the same time liaising with relevant staff in the regional office. This position embraces a range of responsibilities from initiating needs assessments to ensuring adequate and ongoing funding, periodic project evaluations and final closure of projects.

Key Responsibilities

  • Takes responsibility for the financial management of the Country in co-operation and consultation with the Country Director;
  • Identifies priority operations needing field support, based on an up-to-date global risk appraisal analysis, and other information;
  • Consolidates financial expenditure reports for the country and provides analysis so as to advise the country director on the financial position of the country at any time including alerting other country personnel to issues as they arise;
  • Prepares country for and supervises annual audit and other project audits as required;
  • Implements JRS International Finance policies ensuring relevant training for country personnel in same;
  • Advises Country Director on budgetary and monetary strategies and cash flow as well as financial implications of new projects;
  • Contributes to the real-time project oversight function of the Country Office ensuring budgetary, procedural and policy compliance alerting Country Director and Country Programmes Officer to issues;

Budget and Finance

  • With the Country Director, takes responsibility for the financial management of the country;
  • Oversights preparation of budgets of each project and the country office itself and, with Country Programmes Officer, prepares financial proposals for funders and reports on same when required;
  • With the Country Programmes Officer, oversights management of the Project Cycle and leads process of monitoring of all projects for financial/budget performance feeding back to the Country Director findings and advising on ongoing strategies;
  • Assuring that JRS project teams implement and maintain the use of JRS international finance templates, reporting policies and tools (Front End software) and the correct updating of the JRS financial system (AccPac);
  • Identifies administrative and financial related risks, concerns and constraints, and proposes mitigation measures through the implementation of best practices;
  • Acts as a point of contact for enquiries of a financial nature from funders, UNHCR, regional and international office;
  • Prepares and elaborates country specific finance policies, in consultation with the Country Director and the Regional Office, to ensure careful adherence JRS Finance Policy at all levels;
  • Ensures compliance with all finance policies including procurement and maintenance of asset register weekly cash and monthly bank reconciliations;
  • Distributes budget and funder codes and maintains general ledger, updating where necessary;
  • Verifies monthly payroll for the staff in coordination with the Country Director and Regional Human Resources person;
  • Acts as public Officer for the organisation and is the point of contact with taxation related matters.
  • Trains and provide technical advice to project personnel in use of finance tools and monitors progress, troubleshooting where necessary and providing input into their appraisals
  • Provides technical advice, support and assistance to finance and where appropriate other project personnel in field offices on issues related to financial management and internal controls, as well as financial regulations, rules, policies and procedures, including segregation of duties and delegation of authority
  • In coordination with the Country Programmes Officer and the Regional Office is responsible for the process of 6 and 12 month internal reporting, all donor reporting
  • Provides assistance and advice to the Country Director in the recruitment of JRS staff to perform financial function

Key performance Indicators

  • On time consolidated reporting of country finances with appropriate analysis
  • Timely reports to funders with responses to feedback and timely preparation of budget proposals
  • Supervision of regular reconciliation of accounts in the Country Office
  • Overall Country compliance with financial policies and procedures
  • Timely and effective monthly and annual internal reporting to JRS Country, Regional and International Office and donors.
  • Implementation of resolution of finance-related issues and/or risks during field support missions
  • Effective and responsive communication / networking with the Regional & International Office and external stakeholders
  • Effective management of cash flow to all projects


Qualifications and experience

  • A University degree in accounting, finance, business and administration, or related areas;
  • At least three (3) years of professional experience working in an accounting or finance-related role;
  • Professional experience in a similar capacity with international, non-profit organizations.

Technical Skills:

  • Proficiency in Microsoft Excel and one or more internationally-recognized accounting systems;
  • Prior experience in accounting, book keeping procedures, account reconciliation and data analysis;
  • Comprehensive knowledge of concepts, practices and procedures relating to accounting, financial controls and financial information systems;
  • Strong knowledge of laws and regulations that have an impact on financial analysis and management controls.

Communication skills:

  • Excellent written and verbal communication skills in English; professional working knowledge of French or Spanish is highly desirable;

Contract is for 1 year, renewable with an initial probationary period of six months.  The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary is calculated with the use of a post-adjustment multiplier and takes into account years of relevant experience and degree of responsibility of the role.
